Why does'nt Los Angeles, the 2nd biggest city in the U.S, doesn't have a NFL franchise?

Is it because people in Southern California, are busy shopping for Gucci, getting drunk or high on the beach, having a perfect life, and enjoying the sunshine; and don't have time to support a NFL team. Geez, are they any normal, not rich people in California?
